The Philippines is a full participant in the Qualified Employee Programme, which carries a priority appointment slot.

The part that works in your favour. The Philippine allocation is 5,300 a year — the second largest of any country in the programme, and roughly nine times India's. On the Philippine side an overseas employment certificate from the Department of Migrant Workers is required before departure and recruitment must run through a licensed agency.

Yes, after you hold the employee card and can demonstrate income and accommodation. Family reunification typically becomes realistic after 6–12 months.
